Arjan Toor
CEO Europe, International Health, Cigna Healthcare
Arjan Toor is the CEO of Cigna Europe. He has held this position since January 2020.
Arjan is responsible for the overall management, growth and profitability of Cigna’s operations in the UK and all markets across Continental Europe.

Arjan’s vision is for Cigna Europe to become the undisputed whole health partner of choice to the people Cigna serve throughout their lives. His aim is for Cigna to be the golden standard when it comes to health by creating a simple, intuitive and personalised experience that helps customers stay healthy and be well, both physically and mentally, across all aspects of their lives.
Arjan is a champion of employee mental health and is committed to ensuring the workplace culture at Cigna is one where it’s ok for employees not to be ok, and where they can talk openly about how they’re feeling. That’s why he’s recently taken the 5% Pledge, and is leading the way towards positive global change in the workplace.
Arjan joined Cigna in 2011 as Director of Customer Strategy and Products in Hong Kong and held various other positions including Chief Marketing Officer for International Health before assuming the Managing Director position for Global Individual Health out of the UK in 2015.
Prior to joining Cigna, he was employed with ING for fifteen years, most recently as Senior Vice President for External Relations at ING Bank Netherlands and Chief Marketing Officer at ING Life in South Korea.
Arjan resides in The Hague and is married with three children; he is a keen sportsman and enjoys running, golf, scuba diving and skiing. He earned a Master’s degree in Management and Political Science and has completed an Executive Leadership Program at Tuck Business School.
